If not, what version of Vivado starts to support Spartan 7?

Vivado is "supported" (that is, Xilinx is recording errors found, being able to provide patches when needed, etc.) for one year-2016.2 will only be supported before 2017.3 is released.
Based on this, it is reasonable for the entire company to plan to release in 2017.3 (or move to 2017.2 now, so they can update at the same time each year). Or give Spartan 7 support.

I believe that spartan 7 support starts from the 2016.3 version, so upgrade to the 2016.3 version or the latest version.
