Yes, these numbers are'MHz', but be aware that they are very frequency. The data sheet shows the expected frequency range, which is ±50% in 7 series devices. Therefore, '3' can be any value from 1.5MHz to 4.5MHz, and this may become important in the worst-case design (for example, the maximum frequency supported by external flash memory).

This number is the value of the CCLK frequency in MHz. Therefore 3 means that the CCLK frequency is 3 MHz.
