xilinx uses ISE, and altera uses quartus.

Simulation also has little to do with specific devices, you can use modlesim, etc. I like to use ncsim;
Synplify can be used for synthesis;
The back-end layout and routing are different. This requires the manufacturer's software. Altera uses quartus ii and xilinx uses ise;
Download cables, etc. can’t be shared either. Of course, if it’s just jtag loading, it can still be shared, just use the svf interpreter to execute.
