There should be no problem with point-to-point.
The PCI-E module contains Downstream Component and Upstream Port, and the PCI-E module in Virtex-6 complies with PCI Express Base Specification, rev. 2.0.
And in its application, it supports point-to-point chip backplane interconnection, so I think it should be possible.

The pci express external cabling specification is an external cabling standard defined by PCI-SIG, which contains many external cabling methods. And this standard is also constantly being improved.
I personally think that the non-declaration may be that Virtex-6 does not fully support all the wiring methods in the standard or has not been officially tested in PCI-SIG. Or check the definition in the standard to see if it meets the conditions.

How much data? You can also consider using Aurora to transmit, if a lane can use ordinary SATA cable. You can also use Mini-SAS, which can transmit 4 lanes and several GPIO ports.
